In response to customer requests for ongoing improvements to 1Line, Transco provides this summary of items scheduled for release. Requests are researched and evaluated on an ongoing basis, with periodic updates to this listing. Detailed descriptions of the changes are posted on Transco's public EBB concurrent with each 1Line release.

 

 

 

2009 – 4th Quarter Release

  

 

  

1.   Scheduling Changes - Order 698 Redirects

 

Transco is pre-implementing a new NAESB business standard that will require pipelines to provide the ability for shippers to re-direct their deliveries downstream or receipts upstream of a pipeline constraint point without having to re-schedule the gas through the point of constraint.  Prior to this release, volumes moving through a constraint were evaluated at a nomination level but will now be evaluated at a contract level.  Delivery ranks will be used to determine cuts across the same contract moving through a constraint.  To ensure that the volume is redirected as intended, it is encouraged that the Shipper reduce the volume they are redirecting “from” when they nominate the volume they are redirecting “to”. 

 

2.  Scheduling Changes - Automatic Adjustment of PDAs for Prior Day Changes

 

Currently, for prior day gas changes if a PDA exceeds the MDQ, the retro request will be rejected.  For current day PDAs the PDA scheduled limit values are automatically reduced to make room for any nominated gas on the same contract.  Now, unused limit values on a PDA will automatically be reduced to compensate for any prior gas day nominations.  With the new changes PDAs will only be reduced automatically.  If a user reduces a nomination quantity for a previous gas day the PDA limit value will have to be raised manually to ensure that customers are using the contract’s entire MDQ.

  

3Nomination Submission for Future Cycle

Customers will now have the ability to designate which cycle they would like a nomination to be submitted.  Currently, 1Line will use the earliest cycle available when a nomination is submitted for a current or future date.  Nominations will default to the earliest cycle upon submission if no different cycle is selected.

 

4.  Confirmation - New Filter

 

A new filter has been added to the Navigation > Nominations > Confirmation pages.  This will give users 5 options: 1) “All” – show all transactions, 2) “Operator” – show only the operator’s contracts, 3) “Operator & Agent” – show only the operator’s contract and the contracts that they are agent for 4) “3rd Party” – show contracts that do not belong to the operator and contracts that the operator is not agent for, and 5) “Operator Up/Dn ID” – show the operator’s contracts and contracts that list the operator’s BAID or DUNS number in the Up/Dn ID field.

 

  

  

2009 – 3rd Quarter Release

 

  

  

1.    PDA changes to provide more information

A new page will allow LDC operators to view their existing PDAs for a gas day in a sortable easy to use table.  Users will be able to edit Ranks and Limit Values, and to submit PDAs directly from the new page, instead of having to search through multiple transactions on the regular PDA page to make changes.  A new report accompanying the page will provide gas day PDA information in an easy to read format.  In addition, a new view on the existing Confirmation/PDA page called “View PDAs Only (LDC)” is available which will filter the page to only display PDA information.

To access the new page: Navigation>Flowing Gas>PDA>LDC Quick View.  The new report, LDC Quick View PDA is located in the functional area of Allocations on the Report Request/List Page and requires the Allocation PDA Update Role  to execute.

2.   Imbalance by Zone report improvements

In order to provide more timely and useful information regarding a customer’s potential imbalance penalty situation, modifications were made to the Imbalance by Zone report.  The Penalty indicator has been moved from a contract level to a zone/OIA level and will indicate any net imbalance greater than 1,000 dts or 5% (whichever is greater) for the trade period.  A new penalty indicator column has been added to also reflect potential penalty issues at the zone/OIA level for the current month activity.  A new filter has been added to allow the user to choose which penalty they wish to view: the trade period, the current month or both.

The Imbalance by Zone report can be found in the Functional Area: Balances on the Report Request/List Page.

3.   Prior Gas Day Nomination and PDA changes now submitted by Shippers and Operators

Shippers and Operators will now enter any prior gas day changes to nominations or PDAs in 1Line.  Previously, only Transco personnel submitted adjustments for prior gas days.   Once submitted, prior day changes are not automatically scheduled, but are subject to the “all parties agree” and the “operationally feasible” provisions as specified in Transco’s FERC Gas Tariff General Terms and Conditions, Sections 18 and 28.1.  All parties impacted by a prior gas day change will receive Emails from 1Line alerting them that a pending change requires their attention, and to login to approve or reject the request.  More details on prior gas day changes were provided in a notice posted on 10/09/09, and in a detailed presentation on how to submit, confirm, track and verify results for nomination and PDA prior gas day changes.

3.      1Line session ending warning

 

If a user has an open 1Line session that is idle for one hour and forty-five minutes, a warning pop up box will begin to appear 15 minutes before session logoff.  The message will continue to appear at 5 minute intervals with the last five minutes counting down a minute at a time until the session has terminated and the user will be prompted back to the main log in screen.  To restore the session before time expires, a button is provided to refresh the session and return the user to the open 1Line page.

 

  

  

2008 – 4th Quarter Release

1.   MDQ Segment List page to include new “Show PDA” option

Customers expressed concern with regards to the PDA volume now displaying on the MDQ Segment List page and its accuracy during the gas flow date.  Changes have been made to the MDQ Calculate to exclude high burn PDAs in the calculation for the current day.  Current day scheduling cycles auto-adjust the nominated volume and the PDA sched limit value to be within the MDQ Timely through ID2.  For Post and Retro cycles this calculation is not automatically done by the system.  An option has now been added to show or not show PDA information as part of the MDQ calculation. The default will be unchecked for current/future flow dates and checked for past flow dates.

2.   Confirmation page getting additional indicator for changes during the intra runs of a cycle

In response to customer requests (for confirmations only) the cycle indicator, cycle (Intra TD1-TD16), data element will be added to assist in identifying intra-cycle confirmation changes.  The existing Inter Cycle indicator (Y/N) that identifies confirmation changes between NAESB cycles will continue to be used.  The new cycle (Intra TD1-TD16) indicator will display changes to the scheduled quantity from the pervious intra-cycle scheduling run.  Transco completes these intra-cycle scheduling runs between the currently defined NAESB confirmation cycles. 

The cycle (Intra TD1-TD16) indicator will be sequence per NAESB code values TSP Defined TD1-16 starting with the Timely intermediate cycle and ending with the ID2 final cycle.  Transco has assigned ‘TD1-TD4’ to the Timely cycle, ‘TD5-TD8’ to the Evening cycle, ‘TD9-TD12’ to the ID1 cycle and ‘TD13-TD16’ to the ID2 cycle.  Both indicators will provide sort functionality so intra-cycle confirmation changes can be easily identified.

 

  

  

2008 – 3rd Quarter Release

1.   PDA Page not displaying previous day’s PDA information

Recent changes to the scheduling pages prevented some customers from seeing a previous day’s PDA activity.  This problem has been corrected.

2.   Confirmation view at Location Level page crashes

Sporadic page crashes when viewing confirmations at the location level have been corrected.

 

  

  

2008 – 2nd Quarter Release

 

1.   Maintenance Window notice added to 1Line Login Screen and Portal  

In an effort to reduce the amount of e-mails received from the 1Line system, a permanent maintenance window notice will now be displayed on the 1Line login page and also displayed in the planned outage notice sections of the public EBB. An e-mail will no longer be generated every time 1Line needs to take the system down unless the outage will extend beyond the two hour maintenance window. Below is the new message:

Maintenance Window 9:30 pm - 11:30 pm CST: In an effort to provide you greater support and service, 1Line will from time to time need to take the system down in order to perform system and data updates. We have chosen these non-peak hours to perform these updates to help reduce the impact to you. We apologize for any inconvenience this may cause you. If you need assistance, please contact your Transportation Services Representative.

 

2.   Prior Gas Day Nomination/PDA Changes – Initial Implementation  

 

In response to customer requests, Transco is implementing several changes to its processing of customer requests for changes to prior gas day nominations and PDAs received after the Post ID2 Cycle (“Nomination/PDA Changes”). The following changes are effective July 16, 2008.

 

Customers seeking the quickest turnaround time for processing of Nomination/PDA Changes to prior gas days are encouraged to send an email to their Transportation Services Representative explaining the requested change and including all information required on the attached form.  To access the form, click here. For changes to prior gas day nominations, customers must also input the change into 1Line and save the nomination in a WIP status.

 

Similar to the Post cycle, the ‘All or Nothing’ rule will apply to Nomination/PDA Changes to prior gas days.

 

Any requested Nomination/PDA Changes to prior gas days for which processing is not completed by month end closing are subject to expiration and will have to be resubmitted as a prior period adjustment.

 

The Retrieve Nominations page and PDA page in 1Line allow prior day changes to be considered simultaneously when processed, or “grouped”. A unique field called Retro Request ID will be editable by the Transportation Services Representative to perform this function. If two or more Nomination/PDA Changes requests are grouped, all must meet proper validations in order to be accepted.

 

Within 1Line, a new “Retro” cycle to accommodate processing of the Nomination/PDA Changes will be incorporated with associated changes to screens and reports. To view a sample nomination screen, click here.

Requests for Nomination/PDA Changes for prior gas days will continue to be subject to the “all parties agree” and “operational feasible” provisions specified in Transco’s FERC Gas Tariff General Terms and Conditions Sections 18 and 28.1.

2008 - 1st Quarter Release

 

1.   Operationally Available Capacity Report Changes  

Transco has undertaken a review of the information made available under its Operationally Available Capacity (OAC) report which is provided after each nomination cycle.

Changes will be made to the “Design Capacity” of many meters included on the OAC report. In order to ensure consistency within the Design Capacity information, Transco will be recalculating the “Design Capacity” information provided on the OAC report using a standardized set of assumptions, including gas temperature, pressure, and specific gravity, along various sections of Transco’s system. It should be noted that the “Design Capacity” so reported may not reflect physical meter capacity at a specific point in time as operating pressures and gas composition vary throughout the day.

Additionally, The OAC report will be re-ordered to list those locations with a “Location Purpose” code of “S9” (pipeline segment), followed by meters alphabetically. Meters that are currently listed twice (once on the first two pages and again under the alphabetic listing) will only be found under the alphabetic listing. The second footnote at the end of the OAC report has been modified to provide greater clarity as to the determination of the quantity listed under the “Quantity Available” column of the report. The footnote will read as follows:

“Quantity Available may not reflect the difference between Design and Scheduled Capacity due to operational variables and considerations, including daily no-notice service, hourly swings, imbalance management and facility outages. Transcontinental Gas Pipe Line Corporation will post a Critical Notice reflecting those locations where operational capacity is limited to less than Design Capacity for the aforementioned reasons. In those instances, the calculation of “Quantity Available” will reflect the difference between the operational capacity identified in the Critical Notice and the Scheduled Capacity.”

Parties reviewing the information contained in the OAC report are encouraged to monitor the Critical Notices posted on 1Line.

2.   Storage Inventory Balance Recalculation for PPA Activity  

Prior gas day requests for storage activity will result in an adjustment to the inventory balance, MDIQ and MDWQ from the flow date requested to present. In addition, the accounting date has been added to the storage inventory pages and report requests to help track when the PPA activity is recorded. Note that all volumes will have a status of Estimate until allocations are final for the month. At that time, the volumes will have a status of Actual. PPA activity will be reflected as Revision.

All storage PPAs since April 1, 2003 will be applied to their actual flow date, and the inventory balance, MDIQ and MDWQ will be recalculated.

3.   User Friendly Improvements  

Changes have been made to reduce or eliminate horizontal scrolling on the following selected pages: Retrieve Nominations, Scheduling Runs by Contract, Offers, Aggregated Details page from Monthly Imbalance Summary, and Allocated Quantities. The data fields of Service Requester, Location and Upstream/Downstream Name are truncated to allow more data onto the page. Mousing over the truncated data will display the full content of the field. Header information repeating periodically has been put in place to eliminate double scrolling for the following pages: Retrieve Nominations, Scheduling Runs by Contract, Nomination Details by Contract, Cuts by Contract, Offers, Awards, Monthly Summary, Aggregated Details, Daily Details, Posted Balances for Create Trade, View Supply Disagg Summary, Allocated Quantities, Daily Measurement and the Location Lookup used on many of these pages. This feature will default off and can be turned on/off from the Navigation Menu while anywhere within the page. The repeated header will also display in the print option as its turned on/off on the page. Improvements have been made to the pre-loaded filters on the following pages: Allocated Quantity, Balance Monthly Summary, Aggregated Details, Daily Details, Trade Summary, Trade Details, Imbalance Resolution – Cashout and Non-Cashout, and Invoice Packets. When the accounting or flow date is changed, the preloaded Business Associate and Contract filters will automatically adjust for agency. Also, the navigation menu will display for a more prolonged period of time and the Location Lookup page performance has been improved.

4.   Changes to Pipeline Conditions

To better serve the needs of customers who consult the “Pipeline Conditions” section of Transco’s Informational Postings page, changes have been made to make this information more accessible. Pipeline Conditions have been enhanced to:

    • Present the information as a critical notice, and
    • Email the same notice to customers who have subscribed in 1Line as a critical notice recipient.

          In the future, Pipeline Condition notices will be included as part of the existing online archival scheme for critical notices of 3 years.

2007 - 4th Quarter Release

1.   New Report - The following new reports have been constructed in response to customers’ requests.

  

Segment Audit – Scheduled Quantities Complete Report: Report provides nomination/PDA information for a contract by each segment to help identify why gas has been cut. Report will also show primary and secondary volumes. The report can be found on Reports Request page under the functional area – Nominations.

  

Summary – Contract Total by Shipper: Report provides month to date totals of nominated quantities compared to scheduled quantities at a contract level by Shipper or daily totals by contract. The report can be found on Reports Request page under the functional area – Confirmations.

  

2.   Confirmation – Subsequent Cycle

  

The following changes have been incorporated on these reports in response to customers’ requests.

  

A new field, Subsequent Cycle Indicator, has been added to the confirmation pages. This allows the confirming party to indicate if a confirmation transaction will roll to the subsequent cycle within a gas day by selecting ‘N’ or ‘Y’ from the drop down in the column called Subsequent Cycle. The default value for the Subsequent Cycle Indicator will be ‘NO’ for interconnect locations and ‘YES’ for all other location types.

  

2007 - 3rd Quarter Release

  

1.   Excess Storage – Automation of Request

The process by which customers request excess injections and withdrawals for the Eminence, Washington and GSS storage services has been streamlined. Effective with the ID1 cycle for 7/13/07, to request excess injection or withdrawal for Eminence or WSS, customers will submit a TT 1 nomination via 1LineSM; prior to each nomination cycle deadline; for the withdrawal or injection quantity they want, including the excess amount. For GSS, customers can submit excess withdrawal or injection via a nomination or a PDA, TT 12 & 13. The system will automatically evaluate the request with each nomination cycle and schedule accordingly.

  

Customers can view their results after each cycle through the scheduling engine screens, SQR’s and the “Excess Storage Report”. This report can be requested via the report request screens under Storage and “Excess Storage Report”.

  

2.    Excess Storage Report Column Headings Update

  

The column names “Injection” and “Demand” have been changed to “MDIQ” and “MDWQ” respectively in response to customer request.

  

3.    Performance Improvement in Invoicing

  

A performance improvement has been made to the navigation to the invoicing page for customers that are the Billable Party Agent for multiple parties. The changes will enhance the page response time to retrieve all invoices.

  

4.    PDA Download available via Flat files

  

Pre-Determined Allocation data is now available to download as an EDI flat file. The EDI dataset is in accordance with NAESB 2.4.1 standard and only at the transaction level. The download action is available from Nominations>Flowing Gas>PDA>PDA transaction level>Location and click Refresh. Select from Actions>Download PDAL, then download and save the file. To access download action via the Confirmations navigation; check the show all PDA’s option to enable the display of the Download PDAL action. Customer’s not previously uploading data via flat files should contact your Transportation Services representative as a period of testing is required prior to using this option.

  

5.    Imbalance Trade Contact

  

Currently, when an imbalance is posted on the Trade Summary page or an automatic posting is set up on the Auto Post Imbalance page, 1LineSM captures the current ID as the posting contact on the Public EBB. To allow customers more flexibility to provide contact information for a trade, the ability to set a default posting contact has been added when posting imbalances available for trades. There will only be one default posting contact to be designated by the Secured System Administrator (SSA). In addition, the customers will also have the flexibility to change the posting contact to themselves or another user with the Trade Balance role.

6.    Balances Report and Report List/Request Page

  

Existing reports in the Balances area and the Report List/Request Page have received the following updates:

  

Shipper Imbalance Daily Statement – Package ID is a new filter that has been added to request the report. Caution: This is a text field and the exact package ID from the nomination must be entered to receive the correct results.

  

Report List/Request Page – The report list/request page will display only the report list page (default view) or the request page at one time. The tab to toggle between the pages is now visible at all times and is located at the top of the page.

  

7.    Email notification Post Cycle

Changes have been made to ensure the system is verifying that the box to receive emails is checked before sending an email for confirmations in the post cycle. Previously, parties with the scheduled cut for operator role would receive the emails. If a contact ID is not assigned the scheduled cut for operator role, emails can be received by selecting from the navigation menu Customer Information>Business Associate Contacts> input ID (to change) > Refresh>Select contact>click Edit>Check e-mail notification checkboxes.

  

8.    Invoice Packet Enhancements

  

The following changes have been incorporated on these reports in response to customers’ requests.

·         Invoice Statement – The Business Associate name will be added to the release information indicating the releasing or replacement Shipper

·         Shipper Imbalance – The subtotal for No Hauls will be subtracted from the total deliveries presented. This will assist the tie back to the total volumes invoiced.

  

9.   Invoicing-Email Notifications

  

There has been a change in the timing of emails sent to notify when invoices are completed. Previously, the email was sent prior to being able to view the final packet for print. The email will now be sent when the invoices are ready for print.  

  

10. Balances Report and Report List/Request Page

  

In response to customer feedback, we are pleased to announce the implementation of improved turnaround times and an overall streamlining of the Awards and Recall/Reput processes. For more information, click here

  

11. New Report Publicly Available

  

A new Pre-approved Bidders list report will be available for request from the report request page under Capacity Release and on the Portal. Access from the Portal is via Transco Informational Postings>General Info>Cross References>Pre-approved Bidders list. This list contains Business Associates that are pre-approved for capacity release bidding purposes in 1Line.

  

  

2007 - 2nd Quarter Release

1.   The New Post Cycle – An Additional Non-Bumping Nomination Cycle

In response to customer requests to enhance the flexibility of Transco’s nomination process within 1Line, Transco will be providing an option for shippers to submit nominations, following the existing Intra Day 2 (ID2) cycle, that are subject to explicit confirmation.  Transco’s FERC Gas Tariff, General Terms and Conditions Section 28.1(d) states that Transco will use reasonable efforts to accommodate nominations after the ID2 process provided that confirmation is possible and that the request is operationally feasible.  By providing an additional non-bumping nomination option within 1Line, that requires explicit confirmation, Transco will automate the process for reasonable efforts effective for gas day May 1, 2007.

 

Additionally, on May 1, 2007 Transco will implement the revised FERC Gas Tariff, General Terms and Conditions Section 18.1 (c)(ii)(A) that extends the deadline for a PDA from 8:00 p.m. CCT on the day of flow until 10:30 a.m. CCT the day after gas flow. 2.    Allocated Quantities Page 

In selected instances, customers have been unable to see their overrun quantities on the Allocations > Allocated Quantities page. This problem has been corrected so that customers can now view this information.

  

3.   Available Release Quantity Page

Customers were unable to see ARQ quantities by segment onthe Contracts > Avail Rel Qtypage for seasonal contracts. This problem has been corrected so that customers can now view this information.

  

4.   Critical Day Reports - Automatic Report Creation

Two Critical Day Reports, OC/OFO Scheduling BA View and OC/OFO Imbalance BA View will be run automatically and available to customers on the 1Line Report List. Previously, customers had to request the generation of these reports from the Report Request area.

  

These reports will only be generated when a Critical Day has been declared pursuant to Section 51 of Transco’s FERC Gas Tariff.

  

5.    Rate Calculator – Date Range Flexibility

When accessing the Rate Calculator (Administration > Rates > Rate Calculator), 1Line has incorporated clearer error messaging regarding use of the correct date format for FLOW date.

2007 - 1st Quarter Release

1.    Scheduling – Ability to View PDA Limit Values

Shippers will now have the ability to view PDA limit values and additional data on the Scheduling Run by Contract page once the scheduling runs are complete. Previously, several reports were necessary to see the data that will now be provided on a single page. Shippers receiving or delivering at an LDC location will be able to view:

·         New columns with High/Low PDA Limit Values

·         Results in the Request, Scheduled and Cut columns

·         The cut details from the Navigation menu: select Nominations > Scheduling > Review/Select Scheduling Runs, click “Nom Detail” from the Action menu > select a row > click “Cut Detail” from the Action menu.

·         The page with or without PDA values displayed (default view is with PDA values)

 2.    Report Streamlining – Final Phase

 

 

 

 

A. Request List – “No Data Found” Identifier

  

If no data is found when generating a report, the report link in the Report List section will specify “No Data Found.” The customer no longer has to open the report to find that no data is available.

  

B. Report Request – Ability to Rename Reports

  

When requesting a report, the ability to rename the report to a customized name designated by the user is now available. The text field entitled “User Defined Report Name” will be available on the Report Request section of the Reports page.
