GeneralWilliams Gas Pipeline (WGP) uses the NAESB WGQ Implementation Guide Version 1.5, dated June 18, 2001, as its base document. These notes should be seen as WGP-specific uses of that document. Data Dictionary--For the Nomination dataset, WGP uses the NAESB WGQ Data Dictionary as published; no additional data elements are utilized by WGP. Note 2 (Upstream Contract Identifier): The Upstream Contract Identifier is required when gas is received at a pool, interconnect, storage, PAL or SMG pointwhen gas is received at other types of points, it is not used. NOMINATION TIMELINE Timely nominations are defined by NAESB WGQ as nominations whose time stamp is no later than 11:30 AM and which are received prior to 11:45 AM on the day before gas is scheduled to flow. Nominations received on the day before gas is scheduled to flow that do not meet these requirements are treated as Evening nominations. Evening nominations are defined by NAESB WGQ as nominations whose time stamp is no later than 6:00 PM and which are received prior to 6:15 PM on the day before gas is scheduled to flow. Nominations received on the day before gas is scheduled to flow that do not meet these requirements are treated as Intraday nominations. Intraday 1 nominations are defined by NAESB WGQ as nominations whose time stamp is no later than 10:00 AM and which are received prior to 10:15 AM on the day gas is scheduled to flow. Nominations that do not meet these requirements are treated as Intraday 2 nominations. Intraday 2 nominations are defined by NAESB WGQ as nominations whose time stamp is no later than 5:00 PM and which are received prior to 5:15 PM on the day gas is scheduled to flow. Nominations that do not meet these requirements will generate an error message indicating that the nomination is late (ENMQR315). Late nominations cannot be scheduled via EDI. Your WGP scheduling representative can provide best-efforts scheduling assistance after the Intraday 2 deadline has passed. However, if the Quantity Type Indicator R (receipt) is used on a nomination whose Transaction Type is 01(current business), WGP will use the quantity provided as a gross receipt quantity and schedule the corresponding delivery quantity net of fuel. If Quantity Type Indicator R (receipt) is used on a nomination whose Transaction Type is 04 (Imbalance Payback to the Transportation Service Provider), WGP will use the quantity provided as a gross receipt quantity and schedule the corresponding delivery quantity as zero. If Quantity Type Indicator R (receipt) is used on a nomination whose Transaction Type is 03 (Imbalance Payback from the Transportation Service Provider), WGP will treat the nomination as an error. If Quantity Type Indicator D (delivery) is used on a nomination whose Transaction Type is 04 (Imbalance Payback to the Transportation Service Provider), WGP will treat the nomination as an error. If Quantity Type Indicator B (both) is used on a nomination, WGP will treat the nomination as an error. On Non-Pathed transportation transactions: The value in the Quantity Type Indicator should be R (receipt) or D (delivery) to denote receipt or delivery, respectively. On storage transactions: The value in the Quantity Type Indicator must be R when the Transaction Type is 06 (Injection), and D when the Transaction Type is 07 (Withdrawal).Note 2: WGPs use of the Transaction Type is detailed in the table below. Note 3: The Downstream Contract Identifier should be populated only when the transaction represents a delivery to a pool, interconnect, storage, PAL or SMG pointwhen gas is delivered to other types of points, it is not used. The field can be up to 30 characters long. Note 4: The Upstream Contract Identifier should be populated only when the transaction represents a receipt at a pool, interconnect, storage, PAL or SMG pointwhen gas is received at other types of points, it is not used.
