Notice Text:

Subject: Rate Schedule PAL Service Available on Transco - CORRECTED

Pursuant to Section 1.2 of Rate Schedule PAL of Transco's FERC Gas Tariff, Transco announces that from 11:00 a.m. CCT April 24, 2024 until 11:00 a.m. CCT April 25, 2024, Transco will consider requests for Parking Service under its Rate Schedule PAL for the period September 1, 2024 through September 30, 2024 (“Park Period”) at Transco’s Station 210 in Zone 6.  Volumes parked during the Park Period must be taken away from Transco for the period January 1, 2025 through January 31, 2025 (“Take Away Period”).  The total daily park volume available is up to 20,000 dts, not to exceed a cumulative daily balance of 600,000 dts during the Park Period or the Take Away Period.  The volume parked during the Park Period must be nominated ratably during the Park Period and the volume taken away during the Take Away Period must be nominated ratably during the Take Away Period.

This service will be provided in accordance with Rate Schedule PAL and the General Terms and Conditions of Transco’s FERC Gas Tariff.  Service provided under Rate Schedule PAL is interruptible and available at the sole discretion of Transco.  Service provided under this rate schedule shall be confirmed at each nomination cycle after all other services offered by Transco are scheduled and confirmed.  In allocating or curtailing service among Buyers under this rate schedule, Transco shall give service priority based upon the highest revenue calculation as defined in Section 6 of Rate Schedule PAL.  Service will be allocated on a pro rata basis among Buyers willing to pay the same unit rate for such service.  Parking service provides for a party to deliver gas quantities to Transco at a designated parking point and for that party to subsequently take away the parked quantities of gas at the point at which Transco parked the gas.  Transportation of gas quantities to or from the parking point will not be performed under this rate schedule and is not covered under this open season.  A Buyer obtaining parking service must make the necessary transportation arrangements with Transco to receive and deliver gas quantities at the parking point.  Such arrangements must be compatible with the operating conditions of Transco’s system.  Transco shall not be required to receive or deliver gas quantities under this rate schedule on any day for which there is insufficient available capacity under Buyer’s transportation service agreement(s) to receive or deliver gas at the parking point.

Any party desiring to request PAL Service pursuant to this announcement must provide to Transco within the above stated period the attached request form and evidence to demonstrate creditworthiness as set forth in Section 32 of the General Terms and Conditions of Transco's FERC Gas Tariff.  Click here for Credit Application. Receipt by Transco of a properly completed request form and necessary creditworthiness information during the specified period shall constitute a Complete Request and shall be considered a binding offer by such party. Click here for Bid Form.

Transco will evaluate all Complete Requests and determine the best bid(s) based on the highest rate bid.  If two or more parties submit best bids, such volumes shall be allocated to such parties ratably on the basis of the quantities bid.  The currently effective maximum rate for PAL Service is $0.20/dt/day for the first day of service and $0.10/dt/day for subsequent days of service.  The currently effective minimum rate for PAL Service is $0.0000/dt/day.  Transco will consider, but will not be obligated to accept, bids at less than the maximum PAL rate.  Billing is based on the ending PAL balance for each day.  In addition, all applicable reservation rate charges, commodity rate charges, surcharges, gathering charges and fuel under Rate Schedule FT or Rate Schedule IT will apply separately for transportation service to or from the PAL point of service.
